采安新闻|我所与非洲联盟委员会签署战略合作协议

北京采安律师事务所管理合伙人叶万和先生与非洲联盟委员会常务副主席亚斯塔斯·姆温查（Erastus Mwencha）先生正式签署《关于非洲联盟委员会与北京采安律师事务所战略合作谅解备忘录》。非洲联盟(African Union)是由非洲主权国家组成的国际组织，共有54个成员国。

北京采安律师事务所管理合伙人叶万和先生与非洲联盟委员会常务副主席亚斯塔斯·姆温查（Erastus Mwencha）先生正式签署《关于非洲联盟委员会与北京采安律师事务所战略合作谅解备忘录》。

本备忘录的目的是在非洲联盟委员会和我所之间建立战略合作关系。

根据该备忘录，非洲联盟委员会委托并授权我所协助其实施“非洲统一航空交通市场”项目以及基础设施和建筑领域的其他项目，并由我所为上述项目设计创新型的法律框架和融资架构。

该备忘录还规定，我所可以根据非洲联盟委员会的指示，对非洲联盟委员会有意合作的中国企业进行法律和商业背景的调查。

为落实本备忘录，非洲联盟委员会指定其基础设施和能源部长负责与我所定期进行信息交换和沟通。

下一步，我所将与非洲联盟委员会共同制定并签署实施本备忘录的具体合作协议。双方将帮助中国和非洲企业就特定项目加强沟通和合作，并促进中非之间的投资。

本备忘录的签署标志着我所与非洲联盟委员会之间的战略合作迈入新的发展阶段，也标志着我所的国际业务能力和综合实力得到了非洲联盟委员会的认可。

The Managing Partner of Beijing Cyan Law Firm (Cyan Law) Mr. Wanhe Ye and the Deputy Chairperson of African Union Commission (AUC) Mr. Erastus Mwencha officially signed the Memorandum of Understanding on Strategic Cooperation between the African Union Commission and the Beijing Cyan Law Firm(MoU).

The purpose of this MoU is to build the strategic collaboration relationship between the AUC and Cyan Law.

Based on this MoU, the AUC will commission and authorize Cyan Law to assist it to implement the project of “TheSingle African Air Transport Market” and other projects in the fields of infrastructure and construction. Cyan will innovate the legal framework and financing architecture for above-mentioned projects.

Under the terms of the MoU, Cyan Law will, under the instructions of the AUC, investigate the legal and business background of the Chinese enterprises that the AUC intends to cooperate with.

To implement this MoU，the AUC has designated its Director of Infrastructure and Energy to regularly exchange information and communicate with Cyan Law.

For the next step, Cyan Law, together with the AUC, will develop and sign the specific cooperation agreement for the implementation of this MoU. The Parties will help to strengthen communication and cooperation between enterprises from both China and Africa, and to boost investments between China and Africa.

The signature of this MoU marks the strategic cooperation between Cyan and the AUC has entered a new stage, and also marks Cyan Law’s ability of international business and comprehensive strength have been recognized by the AUC.
